Adds statutory definitions for "fraud" (intentional/deceptive acts for unlawful benefit), "misuse" (improper use of authority or public resources), and "personal gain" (benefits to oneself or family members including in-laws)

Expands whistleblower protections from only "classified service" state employees to all state employees who report information about state programs, services, or financing

Broadens the list of protected recipients for state employee disclosures to include employers, any governmental body, and law enforcement officials, in addition to existing protections for reports to legislators, legislative auditor, and constitutional officers

Explicitly includes reports of fraud or misuse within state programs, services, or financing as protected whistleblower communications
