Establishes the Minnesota Young Readers Club program to provide culturally and linguistically appropriate books and literacy materials to prekindergarten through grade 5 students reading below grade level

Eligible students include those identified through universal screening as not meeting literacy benchmarks (preK-3), those scoring below proficiency on state reading assessments (grades 4-5), or those recommended by teachers, reading specialists, or intervention teams

Requires the Department of Education to partner with a qualified organization to select, promote, and distribute at least one book per month to students' homes or schools throughout the school year, along with family support materials translated into home languages

Mandates annual reporting to the legislature on program participation, family engagement, student outcomes, and demographic data, with recommendations for program improvements

Appropriates funds from the general fund to the Department of Education for fiscal years 2026 and 2027, with first-year balances carrying forward to the second year (specific dollar amounts not yet designated in bill)
