Establishes a Minnesota Civic Seal designation for high school students who demonstrate excellence in civics education and engagement, effective for the 2026-2027 school year for students graduating in 2027 and later.

Students must meet five criteria to earn the seal: complete civics coursework meeting state standards, participate in a civics project-based assessment with self-reflection, engage in at least one outside civic activity, demonstrate civic dispositions like civil discourse, and meet additional department-established criteria.

Participation is voluntary for school districts and charter schools, which must apply to the commissioner and submit an implementation plan to participate.

Schools that opt in must inform all secondary students about the opportunity, maintain records, affix the insignia to diplomas, and record the designation on transcripts—with no fees charged to students or families.

The commissioner must convene a working group including civic educators, a high school student, and experts to establish criteria that allow any student statewide to earn the seal without personal financial expenditure or required participation in specific outside programs.
