Creates a pool of state-employed certified assessors who must complete assessments within 10 business days when facilities request assistance after lead agencies miss deadlines or indicate they cannot meet them

Authorizes lead agencies to contract with hospitals to conduct assessments of hospitalized patients when the lead agency fails to meet the 20-day deadline

Requires the commissioner to issue twice-yearly public reports on assessment completion data, including compliance rates by lead agency, average completion times, and the number of assessments performed by state assessors or hospitals on behalf of lead agencies
