Establishes an 18-member Council on Direct Support Professionals to develop a statewide strategic plan addressing the shortage of workers who provide care to people age 65+ and people with disabilities

Council membership includes commissioners (or designees) from six state agencies plus representatives from nursing homes, assisted living facilities, disability waiver providers, mental health providers, SEIU Healthcare, and consumer advocates

Council duties include developing career lattice frameworks, expanding recruitment and training pathways, assessing compensation competitiveness, conducting economic impact analyses, and recommending statutory changes

Initial appointments and first meeting required by October 1, 2025, with annual reports to the legislature beginning January 1, 2026

Appropriates unspecified amounts from the general fund for fiscal years 2026 and 2027 to support council operations and an executive director position
