Establishes a high-fidelity wraparound grant program through the Commissioner of Human Services to provide comprehensive, child-and-family-driven mental health services for children with serious mental health or behavioral challenges

Eligible grant recipients are limited to counties and community-based service providers committed to delivering high-fidelity wraparound services using an evidence-based model approved by the commissioner

Grant funds may be used for start-up costs, ancillary care, and direct service funding when other payors are unavailable

Appropriates funding to the Department of Corrections for grants to juvenile detention centers to hire mental health professionals or contract for children's mental health services for incarcerated youth

Requires grantees to submit annual service utilization and outcome data to the commissioner, with a December 31 annual report on efforts to leverage enhanced targeted case management rates for Medical Assistance-eligible clients
