City of Two Harbors may issue social district licenses to on-sale liquor licensees whose premises are contiguous with the designated district, allowing patrons to consume (but not purchase) alcoholic beverages within the social district boundaries

Social district must be designated by city ordinance specifying exact premises, hours, and days for consumption, and cannot include areas where property owners object

Containers for beverages consumed in the district must identify the selling licensee, display a district-unique logo, be non-glass, hold no more than 16 fluid ounces, and include "Drink Responsibly - Be 21" in at least 12-point font

City must establish management and maintenance plans, post district boundaries and rules on its website, and mark the district with conspicuous signage including law enforcement contact information

Within 24 months of first license issuance, city must report to legislative liquor committees on community response, public safety concerns, challenges encountered, and recommendations for modifications
