Authorizes $789,996,000 in state bond sales ($703,375,000 from bond proceeds fund, $86,621,000 from state transportation fund) for capital improvements to public land, buildings, and infrastructure across Minnesota

Appropriates $40,000,000 each to University of Minnesota and Minnesota State Colleges and Universities for Higher Education Asset Preservation and Replacement (HEAPR), including heating plant improvements at Crookston, HVAC repairs at Duluth, and suicide prevention barriers on the Washington Avenue Pedestrian Bridge

Provides $177,149,000 for library construction grants, $100,011,000 for Public Facilities Authority water infrastructure programs, $94,621,000 for transportation projects including local bridge replacement and road improvements, and $86,585,000 for corrections facility improvements

Creates new programs including a Statewide Drinking Water Contamination Mitigation Program ($8,000,000), an Emerging Contaminants Grant Program ($7,000,000), and an Accessibility Account for ADA improvements on state-owned property ($3,500,000)

Directs $1,300,000 from the general fund to prepay state bonds on the University of Minnesota Cloquet Forestry Center to facilitate transfer of the land to the Fond du Lac Band of Lake Superior Chippewa, and requires conveyance of associated state-owned parcels in Carlton County
