Establishes the "Supporting Women Act" creating a grant program administered by the Commissioner of Health to fund women's pregnancy centers and maternity homes that assist pregnant women in carrying pregnancies to term and caring for children after birth

Appropriates $4 million in FY2026 and $4 million in FY2027 from the general fund, with $3 million annually for women's pregnancy centers and $1 million annually for maternity homes

Requires grant recipients to be nonprofit organizations that provide free or reduced-cost services and prohibits use of funds to encourage abortion, provide abortions, or refer women to abortion providers

Excludes from eligibility any organization that provides, promotes, or refers for abortions, including affiliates of such organizations unless separately incorporated and independent

Reduces the general fund base appropriation for Health Improvement by $4 million annually (from $197.6 million to $193.6 million in FY2026 and from $195.7 million to $191.7 million in FY2027) to offset the new grant program
