Minnesota would send five delegates to any Article V constitutional amendment convention, with one appointed by each legislative leader (senate majority/minority leaders, house speaker/minority leader) and a fifth chosen unanimously by all four

Delegates must be current or former state legislators, at least 25 years old, Minnesota residents for 5+ years, and cannot have been federal lobbyists, employees, or officeholders within the past 10 years

Delegates are prohibited from voting to change the one-state-one-vote convention rule or supporting amendments that alter individual liberty guarantees in the Constitution, Bill of Rights, and specified amendments (13th-15th, 19th, 23rd-24th, 26th)

An advisory committee consisting of the four legislative leaders would monitor delegates, provide guidance within 24 hours upon request, and has authority to recall or suspend delegates who exceed their authority

Delegates who exceed their authorized scope face immediate removal and civil penalties up to $20,000, enforced by the attorney general
