Prohibits public funds from being used to cover abortion services under MinnesotaCare, Minnesota's public health insurance program for low-income residents

Establishes three exceptions where public funding for abortion would still be permitted: when the pregnant person's life is endangered, when carrying to term would cause substantial and irreversible impairment of a major bodily function, or when the pregnancy results from rape or incest

Amends Minnesota Statutes section 256L.03, subdivision 1, which defines covered health services under MinnesotaCare
