Covers roadway improvements to 1st Street, 2nd Street, Middle Avenue, Raymond Avenue, Railway Street, the South End Bar and Grill road, and a service road

Includes capital improvements to the city park and park parking lot, with funds available for property acquisition, predesign, design, construction, reconstruction, furnishing, and equipping

Authorizes the Commissioner of Management and Budget to sell and issue up to $2,800,000 in state bonds; effective the day following final enactment
