Task force consists of 14 members including 4 legislators, the Commissioner of Education, representatives from Minnesota State, University of Minnesota, Tribal Nations Education Committee, school boards, a private postsecondary institution, a parent, a student, and a funding expert

Members must be appointed by July 1, 2025, with the first meeting convened by August 1, 2025; the Department of Education provides administrative support

Task force must examine cost variations by program type, region, and institution size; identify barriers for rural, low-income, and marginalized students; and develop recommendations for funding formula adjustments and student support services

Report due to K-12 and higher education legislative committees by May 30, 2026; task force expires upon report submission or May 30, 2026, whichever is later; appropriation amounts for FY2026-2027 not yet specified
