Amends over 90 Minnesota Statutes sections to add references to the new Department of Children, Youth, and Families alongside existing references to the Department of Human Services, reflecting the 2024 agency recodification

Adds the commissioner of children, youth, and families to membership on the State Indian Affairs Council, Minnesota Coordinating Council on Transportation Accessibility, and State Advisory Council on Mental Health

Updates definitions in chapter 245C (background studies) to clarify that "commissioner" means the commissioner of human services, while "license" and "license holder" apply to licenses issued by human services, children/youth/families, corrections, or health commissioners

Creates new section 270B.14, subdivision 24, allowing disclosure of tax return information to the commissioner of children, youth, and families for child support enforcement and verifying eligibility for MFIP, SNAP, and child care assistance programs

Repeals several obsolete or duplicative statutory sections including 142A.15 (public assistance liens), 142E.50 subdivisions 2 and 12 (child care definitions), 245A.02 subdivision 6d (foster family setting definition), and 256G.02 subdivisions 3 and 5 (commissioner/department definitions)
