Allocates $303.9 million from the Clean Water Fund for FY2026-2027 to protect surface water and groundwater, including $88.1 million to Board of Water and Soil Resources for watershed-based plans, $49.2 million to Pollution Control Agency for water quality assessments, and $30.1 million to Department of Health for drinking water protection

Provides $130.2 million from the Parks and Trails Fund for FY2026-2027, split between Department of Natural Resources ($78.6M) for state parks and Greater Minnesota regional park grants, and Metropolitan Council ($51.5M) for metropolitan regional parks distribution
