Prohibits new assisted living facilities with 6 or fewer residents from being licensed within 1,320 feet of an existing small assisted living facility or residential program licensed under chapter 245A

Removes exceptions that previously allowed residential programs serving 6 or fewer persons to bypass the 1,320-foot spatial separation requirement, including exceptions for conditional use permits and programs outside first-class cities

Requires the commissioner to notify affected municipalities within 30 calendar days after issuing provisional licenses for small assisted living facilities (6 or fewer residents) and residential programs considered permitted single-family residential uses

Mandates sober homes notify their municipality within 30 days of beginning operations, relocating, or ceasing operations, with existing sober homes required to report their addresses by December 31, 2025

All provisions take effect August 1, 2025, and apply to licenses issued on or after that date
