Extends cost of care exemptions for counties beginning July 1, 2025, relieving them of payment responsibility for civilly committed persons awaiting transfer to state-operated facilities or Department of Corrections facilities, effective retroactively from March 30, 2025

Extends the 48-hour admission rule for civilly committed patients from jails, correctional institutions, or those referred for competency matters from June 30, 2025 to June 30, 2027, requiring admission to state-operated treatment programs within 48 hours of determining a medically appropriate bed is available

Establishes the Priority Admissions Review Panel to evaluate the 48-hour timeline, develop policy and legislative proposals, and submit a written report to legislative committees by February 1, 2026

Requires the Direct Care and Treatment executive board to publish a publicly accessible admissions dashboard by January 1, 2026, showing waitlist numbers, wait times, referrals, admissions data, and framework categories, updated quarterly

Creates a limited exception allowing up to 10 civilly committed patients per fiscal year in hospital settings to be added to the admission waitlist for direct care and treatment beds, expiring June 30, 2027
