Health care sharing arrangements (non-insurance entities that facilitate payment of health care costs for Minnesota residents) must submit annual reports to the commissioner, certified by an officer for accuracy, starting October 1, 2025, then by March 1 each year thereafter.

Reports must include participant counts, employer group information, lists of Minnesota health care providers/dentists/pharmacies used, and total fees collected from participants.

Financial transparency requirements include reporting administrative costs as a percentage of fees collected (for past year and five years), total amounts paid/reimbursed for health care, and denial rates for payment requests including appeals.

Arrangements must disclose covered benefits, excluded health conditions, preexisting condition exclusions, waiting periods, eligibility requirements, and Minnesota counties where services are offered or planned.

Department of Commerce must publish a summary of reported information and consumer complaint instructions by December 1, 2025, and April 1 annually thereafter.
