Establishes an 11-member Minnesota Volunteerism Innovation Board appointed by the governor, with 5-year terms, to expand evidence-based volunteerism efforts aligned with Minnesota Compass community indicators; members must be geographically balanced and include at least two people ages 16-24

Creates a grant program for public, nonprofit, and business organizations that engage nonstipend volunteers, requiring applicants to provide a full nonstate match (cash or in-kind) with possible reductions for low-income applicants

Appropriates $1,000,000 in fiscal year 2026 and $1,000,000 in fiscal year 2027, with no more than $80,000 per year allowed for administrative costs and remaining funds distributed as grants

Requires annual legislative reports by November 15 detailing finances, activities, board meeting hours, rulemaking, and grant outcomes by region

Board and grant program expire June 30, 2030, with initial appointments due by August 1, 2025 and first meeting by September 1, 2025
