Establishes state licensure for clinical art therapists under the Board of Behavioral Health and Therapy, effective July 1, 2025, requiring a master's or doctoral degree with 700 hours of supervised internship, passage of the Art Therapy Credentials Board examination, and 4,000 hours of post-master's supervised experience

Expands the Board of Behavioral Health and Therapy from 13 to 18 members, adding 5 positions for licensed clinical art therapists appointed by the governor

Creates two license types: full Licensed Clinical Art Therapist (LCAT) with initial fee of $250 and annual renewal of $200, and Provisional Licensed Clinical Art Therapist (LCAT-P) with initial fee of $100 and annual renewal of $50

Requires 40 hours of continuing education every two years, including at least 3 hours on ethics and 3 hours on cultural responsiveness

Adds licensed clinical art therapists to the list of qualified mental health professionals authorized to provide services under Minnesota mental health statutes
