Distributes aid through a three-part formula: 20% divided equally among all eligible applicants, 40% based on share of primary service area square mileage (capped at 1,200 square miles), and 40% based on a weighted EMS response point system favoring smaller services

Requires aid recipients to spend funds only on licensed ambulance service expenses within their primary service area and to use all funds within two calendar years or return unspent amounts

Mandates annual reporting by aid recipients on fund usage by December 31, with the director submitting a summary report to legislative committees by March 31
