Funds designated for publicly owned capital improvements to prevent or alleviate flood damage, with levee projects required to meet state standard of three feet above the 100-year flood elevation where practical

Commissioner of Management and Budget authorized to sell and issue up to $13,700,000 in state bonds to fund the appropriation

Unused or unspent project funds may be reallocated by the commissioner to other projects on the priority list if the designated project is not ready to proceed

State appropriation may also cover local share costs when project expenses exceed two percent of median household income multiplied by the number of households in the affected municipality or township
