Removes health plan company representatives from the dental subcouncil operating under the Health Services Advisory Council

Adds new advisory responsibility for the dental subcouncil to advise on availability of dental services under Minnesota Health Care Programs (MHCP) and policies to improve recipient access

Directs the Commissioner of Human Services to redirect the dental services portion of capitation rates paid to managed care organizations toward the rates the dental administrator must pay dental providers when a dental administrator is implemented
