Adds statutory definition of "textured hair" as hair that is coiled, curly, or wavy to Minnesota cosmetology licensing law

Removes requirement that license applicants for cosmetologist, hair technician, manager, or instructor must complete training on all hair types/textures and have experience serving clients with all hair types as a prerequisite for licensure

Requires the Board of Cosmetology to establish minimum course standards that include textured hair training with theoretical and clinical instruction on curl/coil/wave patterns, hair strand thicknesses, and volumes

Removes references to mandatory textured hair training from the 900-hour hair technician training curriculum requirements while retaining the overall training structure

Repeals Laws 2024, chapter 120, article 3, section 2, which had added textured hair service requirements to hair technician training effective August 1, 2025
