Amends Minnesota Statutes section 43A.231 to allow the Commissioner of Management and Budget to use multiple vendors or integrate prescription drug benefits into overall medical benefits, rather than requiring a single full-service pharmacy benefit manager for subsequent procurements after January 1, 2023

Removes the requirement that the technology platform be procured at least three months before the reverse auction process is completed, and eliminates the mandatory six-hour timeframe for evaluating proposals and producing bid analysis reports

Eliminates the requirement for the technology platform to perform electronic, line-by-line claim review within six hours of receipt, instead requiring the commissioner to hire a separate vendor for claim-by-claim review of pharmacy benefit manager invoices

Removes the prohibition on the technology platform vendor subcontracting parts of the reverse auction process, and allows the claim review vendor and platform vendor to be the same entity or distinct

Expands data protection requirements to apply to all vendors under this section (not just the technology platform vendor), requiring privacy protections including prevention of unauthorized access, prohibition on data sales, and restrictions on data dissemination
