Establishes a Healthy Aging Subcabinet within Minnesota Management and Budget, led by a governor-appointed director who will chair the subcabinet and oversee an Office of Healthy Aging

Creates a 20-member Citizens' Engagement Council representing older adults, caregivers, Tribal Nations, county agencies, nonprofits, and business sectors to provide input on aging policies and programs

Requires development of a Minnesota Healthy Aging Plan addressing community-based initiatives for aging in place, housing, transportation, healthcare access, long-term care workforce, and support for family caregivers

Mandates annual reports to the governor and legislature by January 15 each year detailing office activities and legislative recommendations

Appropriates $1,700,000 in fiscal year 2026 and $1,700,000 in fiscal year 2027 from the general fund to implement the program
