Public school districts prohibited from discriminating against students or parents based on religious viewpoints or expression, requiring equal treatment of religious and secular student expression on permissible subjects

Students may express religious beliefs in homework, artwork, and assignments without penalty or reward based on religious content; work must be graded on ordinary academic standards of substance and relevance

Students permitted to pray, organize religious clubs, prayer groups, and "see you at the pole" gatherings before, during, and after school with same access to facilities as nonreligious groups; religious clothing, accessories, and jewelry allowed on equal basis with non-religious items

School districts required to adopt policies establishing limited public forums for student speakers at school events, using neutral selection criteria and providing disclaimers that student speech does not reflect district endorsement

Commissioner of Education must develop state model policy in consultation with school boards and principals associations, and establish procedures for compliance review and complaint filing; effective for 2025-2026 school year
