Adds definition of "Patient Driven Payment Model" (PDPM) as a new case mix classification system for nursing facility residents based on condition, diagnosis, and care received, effective for assessments with reference dates on or after October 1, 2025

Adds definition of "Resource Utilization Groups" (RUG) as the existing classification system that will apply to assessments with reference dates on or before September 30, 2025

Requires significant change in status assessments when isolation for infectious disease ends, effective October 1, 2025, with the assessment reference date set on day 15 after isolation ends

Limits the optional state assessment requirement to assessments completed on or before September 30, 2025, aligning with the transition from RUG to PDPM classification systems

Updates audit procedures to reference the OSA Manual version 1.0 v.2 for assessments on or before September 30, 2025
