Adds statutory definitions for chemical restraint, manual restraint, mechanical restraint, and restraint to Minnesota's assisted living facility regulations, referencing existing definitions in section 245D.02

Requires staff who may apply emergency manual restraints to complete a minimum of 4 hours of initial training and 2 hours of annual refresher training covering de-escalation techniques, person-centered planning, prohibited procedures, and cultural competence

Establishes new restraint use regulations prohibiting chemical, manual, and mechanical restraints for discipline or caregiver convenience; permits emergency manual restraints only for imminent physical harm with notification to the resident's representative and physician within 12 hours

Requires assisted living facilities with dementia care to install approved supervised automatic sprinkler systems by August 1, 2029, and conduct safety risk assessments with documented mitigation efforts

Repeals section 144G.9999 which established the Resident Quality of Care and Outcomes Improvement Task Force, and makes technical updates including requiring assisted living directors to be affiliated as director of record with the Board of Executives for Long Term Services and Supports
