Amends Minnesota Statutes section 256B.0625, subdivision 30, governing Medical Assistance reimbursement for federally qualified health centers (FQHCs) and rural health clinics

Changes the rebasing schedule for organization encounter rates from using Medicare cost reports that are three and four years prior to the rebasing year to using reports that are one and two years prior

Maintains the existing requirement that rates be rebased every two years, but uses more recent cost data to calculate reimbursement rates

Preserves protections for years affected by pandemics or public health emergencies, allowing the commissioner to use unaffected years' data when calculating base rates
