Appropriates $4,900,000 in fiscal year 2026 from the general fund to the Commissioner of Employment and Economic Development for a grant to Restoration for All (REFA), a 501(c)(3) nonprofit, in partnership with Equitable Development Action (EDA)

Funds will be used to acquire property and to predesign, design, construct, furnish, renovate, and equip a multipurpose services building

Facility will provide culturally relevant mental health and suicide prevention services for Minnesota's African immigrant refugee communities

Building will also address wellness needs of elderly populations, underrepresented higher education students, and support assisted living and chapter 245D service providers with compliance and care delivery

One-time appropriation available until project completion or abandonment, subject to Minnesota Statutes section 16A.642
