HF2783 - Minnesota State Government Biennial Budget (FY 2026-2027)

• Total Legislature appropriation of $228.7 million over the biennium, including $38.9 million annually for the Senate, $42.4 million (FY26) and $41.2 million (FY27) for the House of Representatives, and funding for Legislative Auditor, Revisor of Statutes, and Legislative Reference Library

• Creates Healthy Aging Subcabinet within Minnesota Management and Budget to develop a statewide Minnesota Healthy Aging Plan by January 2028, with a governor-appointed director and 20-member Citizens' Engagement Council to address aging-related policies across state agencies

• Establishes Minnesota Business Filing Fraud Prevention Act allowing the Secretary of State to investigate and remove fraudulent business filings, creates a late renewal penalty of up to $25 to fund fraud prevention, and prohibits deceptive business mailings that impersonate government communications

• Strengthens Medicaid fraud enforcement by creating a new criminal offense for medical assistance fraud with penalties up to 20 years imprisonment for fraud exceeding $35,000, expanding attorney general subpoena authority to include banking and financial records in fraud investigations

• Modifies CPA licensure requirements effective July 1, 2030 to allow certification with either a master's degree plus one year experience or a bachelor's degree plus two years experience, and simplifies interstate practice mobility for CPAs licensed in other states
