State employees who knowingly participate in disbursing fraudulently claimed money (without personally benefiting) become ineligible for promotions or wage increases for two years

Employees and officers of the state, University of Minnesota, and related organizations must report suspected theft, embezzlement, or unlawful use of public funds to both the Legislative Auditor and the Attorney General

Failure to report suspected fraud subjects employees to disciplinary actions, including a two-year salary freeze

Reports must be made promptly and in writing with detailed descriptions, unless reporting would interfere with an ongoing criminal investigation
