Requires state agencies to submit relevant plans and budgets to the subcabinet for review upon request

Transfers state planning responsibility from the Department of Human Services' Alcohol and Other Drug Abuse Section to the subcabinet level

Removes the DHS section's duty to coordinate and review substance use activities across state departments, consolidating planning authority in the subcabinet
