Requires early learning, elementary education, and special education teachers to complete evidence-based structured literacy training as a condition of license renewal, with Tier 1 and Tier 2 teachers subject to requirements beginning July 1, 2025, and Tier 3 candidates beginning July 1, 2026

Extends the 5.5-hour instructional time reduction for teacher literacy training from the 2024-2025 school year to also include the 2025-2026 school year, and expands eligibility to secondary school students for 2025-2026

Adds new reporting requirements for the commissioner's annual literacy plan summary, including counts of teachers who received waivers or completed equivalent training through other programs

Establishes a five-year curriculum review cycle beginning July 1, 2030, and defines alignment categories (highly aligned, partially aligned, minimally aligned, not aligned) for reading curricula based on structured literacy practices

Restricts literacy incentive aid and Read Act funding to curricula categorized as "highly aligned" and requires districts to address any identified program deficiencies
