State Agency Value Initiative (SAVI) program allows state agencies and Minnesota State Colleges and Universities to retain 50% of unspent operational appropriations at the end of a biennium when savings result from innovation or efficiency measures

Retained savings require approval from the Commissioner of Management and Budget and must fund projects that directly support the agency's mission without creating future obligations beyond available funds

Each participating agency must establish a peer review panel with a balanced ratio of managers and employees credited with cost-savings initiatives to determine which projects receive SAVI funding

Projects require 30-day public notice on agency websites, commissioner approval, and Legislative Advisory Commission review (failure to respond within 30 days counts as negative recommendation)

Program becomes effective June 30, 2025, first applies to funds carried forward from the biennium ending June 30, 2025, and expires June 30, 2030
