Allows the board to deny fund loss requests if an organization has filed two or more requests within the past 12 months, based on criteria specified in rule

Requires the board to provide written determination explaining denial reasons and recommended corrective actions to prevent future losses

Prohibits the board from requiring organizations to reimburse their gambling account from nongambling funds for theft-related losses, even if the fund loss request was denied
