Creates a mandatory "Educator Group Insurance Program" requiring all Minnesota school employers (school districts, charter schools, service cooperatives, intermediate districts, and education joint powers organizations) to participate in a statewide health insurance pool beginning January 1, 2027

Establishes minimum employer contribution requirements of 95% for single coverage and 85% for family coverage premiums for the highest-value plan offered to school employees

Creates a 12-member labor-management committee with representatives from Education Minnesota (7 seats), school administrator and business official associations, and labor unions (SEIU, AFSCME, Minnesota School Employees Association) to oversee plan changes

Makes participation permanent for nonschool public employers in the existing program and eliminates the previous four-year term with withdrawal options

Appropriates funds for "Educator Group Insurance Program Aid" to reimburse school districts and charter schools for additional employer premium costs resulting from the new contribution requirements
