Appropriates $7,732,000 total from the general fund ($3,866,000 in FY2026 and $3,866,000 in FY2027) to the Commissioner of Health for nitrate contamination mitigation in private wells

Covers reverse osmosis systems, well repair, and well reconstruction for private drinking water wells exceeding the 10 mg/L nitrate maximum contaminant level

Limits eligibility to nine southeastern Minnesota counties: Dodge, Fillmore, Goodhue, Houston, Mower, Olmsted, Rice, Wabasha, and Winona

Requires prioritization of households at or below 300% of the federal poverty guideline and households with infants or pregnant individuals

Allows funding to be used for education, outreach, and technical assistance to homeowners
