Adds menstrual products to the list of "covered products" prohibited from containing lead above 90 parts per million or cadmium above 75 parts per million in Minnesota

Prohibits the sale of menstrual products containing arsenic or chemicals of high concern as defined under Minnesota law, with manufacturers required to notify sellers of prohibited products

Requires manufacturers of menstrual products with intentionally added synthetic ingredients to disclose those ingredients on product labels

Authorizes the commissioners of Pollution Control Agency, Commerce, and Health to request testing results and certificates of compliance from menstrual product manufacturers within 30 days when there is reason to believe products contain prohibited substances

Grants the Pollution Control Agency commissioner authority to expand prohibitions by rule to additional product categories between January 1, 2027 and January 1, 2032, prioritizing products most likely to harm the environment
