Requires a two-thirds vote of a standing committee's membership before a committee chair can lay over a bill for possible inclusion in a major finance or policy omnibus bill

If a bill fails to receive the two-thirds approval, the committee may refer it to another committee, refer it to the full legislative body, or table it; alternatively, the chair may direct no further action be taken

Prohibits tabled or stalled bills from being inserted into subsequent delete-everything amendments or omnibus bills unless the committee votes to adopt an amendment containing only that bill's specific policy items

Requires both the House of Representatives and Senate to adopt procedural rules to implement these requirements
