Allows health insurers (group purchasers) to provide explanation of benefits (EOB) documents electronically as an alternative to paper documents

Requires insurers offering electronic EOBs to give patients the choice between receiving paper, electronic, or both versions of their EOB

Mandates that insurers provide clear instructions for patients to communicate their delivery preference

Patients who do not respond to the choice option must receive paper EOBs by default

Electronic EOB versions must use the same data elements and definitions as the paper version
