Allows individuals 18 or older, emancipated minors, or parents/guardians of minors to request changes to the sex indicator on Minnesota birth records, including changing, removing, or adding one if none exists

Acceptable documentation for requests includes a medical provider's written statement, a certified court order, or a sworn statement attesting the request is made in good faith and not to defraud

Requests submitted with acceptable documentation are presumed to be in good faith, and the commissioner must grant the request unless this presumption is overcome

Provides an alternative court petition process through district court, which can issue orders for birth record changes regardless of where the original certificate was issued

Upon replacement of a birth record, all previous records including the original are sealed as confidential data and cannot be disclosed except by court order
