Establishes the Minnesota Health Care Workforce Advisory Council with 16 members: 4 legislators, the Commissioner of Employment and Economic Development or designee, an Office of Higher Education representative, and 10 governor-appointed experts with four-year terms

Council will provide workforce research and data analysis, advise the legislature on workforce legislation, and recommend policies to address health care workforce shortages, training, retention, and geographic distribution

Commissioner of Health must convene the first meeting by January 5, 2026, hire an executive director with council input, and provide staffing for research, planning, and administrative support

Council must submit a comprehensive five-year health care workforce plan to the legislature by January 15, 2027, and every five years thereafter, including supply/demand projections and funding recommendations

Focus areas include primary care, behavioral health, oral health, nursing, and direct care workforce needs, with emphasis on increasing diversity, addressing rural and underserved community shortages, and expanding training pathways
