Establishes a voluntary certification program for recovery residences (sober living homes) administered by the Commissioner of Health through a designated Minnesota-based nonprofit certifying organization affiliated with the National Alliance for Recovery Residences (NARR).

Creates three certification levels: Level 1 (peer-run, no paid staff), Level 2 (monitored, with house manager), and Level 3 (supervised, with paid staff and certified peer recovery support services), with certifications valid for two years and requiring biennial inspections.

Requires certified recovery residences to allow residents access to prescribed medications including medication-assisted treatment for substance use disorders, prohibits denying tenancy or requiring discontinuation of such medications.

Restricts state, county, and local government funding to only certified recovery residences and prohibits licensed treatment providers from making referrals to uncertified residences; establishes criminal penalties for patient brokering (kickbacks for referrals).

Appropriates $350,000 in FY2026 and $350,000 in FY2027 from the general fund for implementation, and adds certified recovery residences as eligible settings for housing support payments under Minnesota's housing assistance program.
