Allows parents, guardians, or adult students to provide alternative instruction themselves if the school board's alternative options do not address their concerns, with no requirement for the school board to cover those costs

Prohibits school personnel from imposing academic or other penalties on students solely for arranging alternative instruction, while still permitting evaluation and assessment of student work quality

Clarifies that individual requests for alternative instruction do not affect other students' access to instructional materials

Defines "instructional materials" to explicitly include online materials or media assigned as part of a structured district or school curricular program
