Appropriates $8,856,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the Housing and Redevelopment Authority of Duluth

Funds will predesign, design, construct, furnish, and equip a community engagement center in Duluth to serve people experiencing homelessness

Facility will include a commercial kitchen, warming center space, indoor and outdoor guest areas, health service facilities, classrooms, offices, and laundry and hygiene facilities

Authorizes the Commissioner of Management and Budget to sell and issue up to $8,856,000 in state bonds to fund the project

Effective the day following final enactment
