Prohibits all Minnesota state and local government entities, law enforcement agencies, and government officials from obtaining, retaining, accessing, or using facial recognition surveillance systems or data derived from such systems

Bars government entities from contracting with private companies to access or use facial recognition technology on their behalf

Excludes any evidence collected through facial recognition in violation of this law from use in trials, hearings, grand juries, or other legal proceedings, and requires unlawfully obtained data to be deleted

Allows individuals subjected to illegal facial recognition to sue for actual damages or liquidated damages of $1,000 or $100 per violation (whichever is greater), plus attorney fees and court costs

Effective date is August 1, 2025, with violations by government officials subject to retraining, suspension, or termination
