Cities of the first class in Minnesota would be authorized to issue social district licenses to on-sale liquor licensees, allowing patrons to consume (but not purchase) alcoholic beverages within designated outdoor social districts

Cities must designate social districts by ordinance, specifying exact boundaries, permitted days and hours, and cannot include areas where property owners object to inclusion

Alcoholic beverages consumed in social districts must be in non-glass containers of 16 fluid ounces or less, clearly identifying the selling licensee and displaying a district-specific logo and "Drink Responsibly - Be 21" message

Social districts require clear signage showing boundaries, operating hours, and local law enforcement contact, along with management and maintenance plans posted on the city website

Within 24 months of issuing the first license, cities must report to legislative committees on community response, public safety concerns, challenges encountered, and recommendations for modifications
