Appropriates $3,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Dayton

Funds will be used to acquire real property and to predesign, design, and construct a new water tower

Water tower will provide adequate water storage and sufficient pressure for fire suppression for residents

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000

Effective the day following final enactment
